Sen George W Norris Ind Neb calls for moral embargoes that include foodstuffs and manufactured goods in addition to war supplies, arguing private citizens could halt all trade without government action. He opposes presidential embargo authority but supports voluntary bans, as Roosevelt conducts talks with Kennedy and Bullitt amid European tensions.
