Market cost rate steadies in wheat program debate
Greene outlines two 1964 wheat plans. The first limits production to market and export needs and offers farmers price supports around $2 per bushel, with acreage diverted to conservation and income maintained at recent years’ average. A referendum would approve this plan if two thirds vote yes. The alternate plan would curb price supports and set a market price near $1 per bushel with no production limits unless growers stay within allotments.
