Elyria Community Chest rules on local use and trustees
The fund must support Elyria located and operated groups with no city offshoot spending. Beneficiary property or building funds require a local board of trustees mainly Elyrians to hold title, preventing transfer of funds to other cities. If the City Council approves buying or building, it will raise funds to cover debt at ten percent annually, after the organization shows good faith to begin and the Council assumes the burden.
