North Ridgeville officials and police ruled no one at fault after a snow plume from a bridge caused damage to a passing car. Elyria resident Robert Morgan, his son and fiancée were in the vehicle. no injuries were reported. Morgan will pursue insurance for repairs while plow protocols were cited by city and state officials.
