State plan aims to raise funding share for schools statewide
The governor proposes increasing state school funding from 52 to 55 percent by 2011, adding 20 school days, mandating all day kindergarten, and replacing reliance on property taxes. The plan uses phantom revenue and conversion levies to offset inflation and shift costs to districts like North Ridgeville and Avon Lake, with mixed effects on Keystone and others.
