Reagan budget faces sharp criticism from both parties

President Reagan asks Congress for a low growth 973.7 billion budget for the coming year, freezing or cutting many domestic programs while boosting defense by 30 billion. The plan would cut mass transit, housing, student aid, end revenue sharing, end Amtrak subsidy, and impose a 5 percent pay cut for federal workers, with Congress expected to hold hearings and vote amid partisan friction.

Ohio day-care centers least supervised study says

Ohio's licensing laws rate the least supervision of children among industrial states according to an Ohio Children’s Defense Fund study cited by The Plain Dealer. It notes 2,168 licensed centers, high weekly costs, one inspector per 100 centers, and announced inspections.

Subzero Cold Sets Mark as Ohio Sees Bitter Start

North Ridgeville weather observer Ray Diederich logged 11 below at 5 a.m. tying the date low from 1978 while Cleveland Hopkins recorded 3 below at 6 a.m. Officials note Ohio’s coldest reading reached minus 10 in Zanesville with unofficial 18 below in outlying areas such as Ashtabula County. Diederich says four days below minus 10 for January-February is rare since 1963.
