Puerto Rico Power Recovery Slowed Amid Bureaucracy and Damaged Infrastructure
Residents report slow restoration three months after the hurricane as Army Corps of Engineers projects full power by May. Former power chief Ricardo Ramos faced criticism for a $300 million Montana contract and for not activating mutual aid. Officials cite 2,400 miles of transmission lines, 30,000 miles of distribution lines, and 342 substations damaged, with 3,500 workers on the job and ongoing reconnection efforts across the island.
