Elyria charter review flags potential conflict in finance posts
A review by the Municipal Finance Officers Association finds one major difficulty in Elyria's charter citing possible conflicts between the city auditor and the finance director. The letter to City Auditor Edwin G. Haywood notes political party differences could create friction and questions whether joint financial advising duties could work smoothly. Haywood, a Republican, warned the charter commission about two fiscal officers, but the association says the adopted provisions aim to serve the city despite that concern. The association suggests designating which party controls the finance director for clearer oversight.
