Amenability hearings eyed for juvenile cases in Ohio transfer rule
After a lengthy hearing on whether 31-year-old Kenneth Shinafelt was shot by Darius Ramey, attorneys argued juveniles deserve amenability hearings to assess rehabilitation potential before adult transfers. The Ohio Supreme Court ruling supports fundamental fairness in transfer procedures, while a dissent questions mandatory hearings. Prosecutor Dennis Will anticipates limited impact and possible renewed juvenile court efforts.

County tests sales tax hike to fund budget gaps
The plan seeks 7,782 signatures for a referendum to delay a 6.5 percent Lorain County sales tax increase via a Dec 14 vote. If approved, the tax would start in April and raise nearly 10 million annually, with officials warning of a 2.4 to 3 million 2017 shortfall without new revenue. Commissioners Kale and Kokoski defend the hike citing service cuts and low county tax rates, while opponents push for possible legal challenges and spending reforms.
