New Jersey schools rely on equity funding reforms to close gaps
The state has used an equity based funding formula to boost teacher pay and supplies, cutting dropout rates and earning a national reputation for better schools. New Jersey’s funding issues date to 1973 when the high court found schooling not thorough and efficient. 12 more school finance rulings followed as reforms continued in the 1990s. State court endorsements exist, but financing remains litigated. California began modern school funding debates in 1971 with a constitutional challenge, and the federal court has not recognized education as a fundamental right since 1973.
