States revise systems of collecting restitution
AAP reports restitution as unpaid in many states runs into billions. In Arizona, $831 million owed, about $90 million collected since a four year outsourcer contract. Pennsylvania faces $1.55 billion in unpaid fines and restitution. States vary, from in house tracking to outside agencies, with mixed success.
