Cleveland Auditor Finds 69 Million Improper Transfers
Internal auditor Frank Badalamenti said about 69.6 million dollars moved from dedicated public works funds to the general fund were restored with 461 thousand in interest. The audit, ordered by Mayor Michael R White, found missing oversight and improper transfers between funds including Water Enterprise and Cleveland Public Power. Finance Director Ron Brooks cited timing during a 1999 software switch and up-front costs followed by reimbursements as a cause, with recommendations and a bolstered internal audit staff to prevent future unauthorized transfers.
