Congress nears final passage of a wide tax bill that raises personal exemptions to 750 by 1973, increases Social Security benefits, and trims many tax preferences. Nixon warns against overly generous relief while conference changes align the bill with House aims and project surpluses in 1970 and 1971.
U.S. Senator William Saxbe of Ohio urged President Nixon to veto the tax reform bill approved by Senate House conferees. He warned it would be folly to let the irresponsible package become law, saying benefits would be cut as hamburger prices rise. Representative Vanik, also of Ohio, disagreed, predicting the President won’t veto the measure to secure 86 billion in revenue.
In Saigon and Laos the Ho Chi Minh trail supplies moved south with about 250 trucks weekly in October, rising to 1,000 in November and exceeding 2,000 in the past two weeks as monsoon relief and drives for a possible year end offensive. U S air strikes increased against the road network.

The United Community Services Inc. of Greater Lorain County plans major changes in 1970 to cope with a $400,000 shortfall. Top priority shifts to families and children and health services as a six week study probes agency self sufficiency and potential program consolidation. Allocation totals for 1970 reach $1,441,100 with regional and state funded agencies under review for possible realignment.
CBS News reports the White House will relieve Ambassador Ellsworth Bunker of his post in South Vietnam. State Department and White House spokesmen could not confirm the CBS report.

President Milton Obote was shot in the head after a convention of the Uganda People’s Congress in Kampala. Government spokesmen said he is conscious and being treated at Mulago Hospital. an armed man was arrested in connection with the attempted assassination. Obote, a key independence leader, helped form the party during colonial rule and became prime minister at independence in 1962. The king who briefly ruled, Edward Mutesa II, fled to London and died last month.
