The federal government seeks 1.9 billion dollars from Shell Oil in Denver federal court under a 1980 law to reimburse cleanup costs at the Rocky Mountain Arsenal contaminated by outlawed pesticides and chemical agents. Shell calls the claim excessive and says cleanup is an Army matter. The suit is the largest by a federal agency seeking damages for natural resources.
