CDC notes 1979 human rabies cases low against rising animal rabies as 11 skunks are listed rabid in six counties while no rabies exposure is recalled by the victim or circle. Nationally 4 681 animal rabies cases this year versus 3 011 last year with Texas Mexico border outbreak spreading to dogs in the region.
Washington regulators announce a 30 month certificate of deposit allowing small savers to tap high interest rates with no minimum deposit. The product targets thrift institutions to attract funds, potentially easing housing loan access while offering compounding and a rate linked to 24 year U S Treasury averages. Banks oppose the plan though, as it shifts funds from money markets.

The INS vows no deportations for now unless the D C Circuit rules the crackdown legal. A stay blocks a lower court review and the court will hear arguments next Thursday on the constitutionality of mandatory reports to immigration offices.
