Washington reports mounting strain in US Japan ties following the bombing and sinking of the Panay and three Standard Oil boats by Japanese planes near Nanking. Officials note casualties among Americans and say full satisfaction may be demanded, with potential for a united Western response.
The forecast calls for snow tonight and Tuesday with likely sleet in the south. It will be colder in the far south and extreme west tonight and again Tuesday. High pressure centered over the Great Lakes keeps barometric readings high across the region. A low centered over the Southern Rockies stretches into the southern plains, with precipitation from Montana and the Rockies east to the lower lakes and Ohio valley. Temperatures have risen in the Ohio valley and southern states.
The United States demands full satisfaction and compensation from Japan for the Panay bombing and attacks on three merchant vessels. Secretary Hull holds urgent talks with advisers as President Roosevelt studies options and Britain protests to Japan over Yangtse incidents and a US gunboat attack. Both nations say they will act, individually, in response to the growing crisis.
Charles Henry Riggs, once a resident of Oberlin and connected to the Oberlin School of Theology through his father, was among fifteen American nationals possibly aboard the gunboat Panay sunk in the Yangtze River. He spent years in China while his family lived in Oberlin and made long visits there. His brother was an Oberlin College class of 1911 member, and his sister graduated from the Oberlin Kindergarten.

London reports ongoing talks between British and American officials over measures in response to Japanese attacks on Allied ships in the Yangtse river. Talks involve Tokyo and China contacts, with no joint action proposed, as Chamberlain convenes an emergency conference and Eden prepared a Commons statement.
Phine Hamilton traveled toward the United States via Hongkong while Herbert Danmeter, the Hankow group’s third member, was bound for Peiping to join another representative, Miss Charlotte Pinker, who had also been ordered to return home.
A British gunboat fought through shell fire to reach the Yangtze spot where Japanese planes sank the U S gunboat Panay and damaged three Standard Oil ships. Survivors and wounded were reported at Hsinshan village, with officials noting many victims onboard and among civilians. The Bee and other British vessels faced additional air and artillery attacks, while Japanese authorities accepted responsibility and promised punishment.

Geneva December 18 The League of Nations armaments year book for 1937 reports world armaments expenditures reached a record total of four billion one hundred million old gold dollars, about seven hundred twelve billion at current rates.
The "Bluebeard of St. Cloud" Eugene George Weidmann confessed a sixth murder, that of Jeanne Keller, a blonde Alsatian woman who disappeared two months ago in Paris.

Supreme Court vacated the injunction against the Philadelphia Apex Hosiery sit-down strike after ruling the legality question no longer mattered since the labor action was settled last summer.
The Elyria Police Department plans a streamlined record and identification bureau with new studio camera linoleum and filing system costing about 700 dollars. Lieut Detective Lloyd E Sweet leads the upgrade to January 1 with Patrolman C E Parker to be promoted and work with Sweet on files. A pedestrian Taonias Wage age 40 of 111 West 26th street Lorain and a bicyclist Arthur Hayes age 40 of Kelly street Wellington were killed in weekend traffic crashes. Wage was struck on Detroit road near Abbe road at 9 p.m. by a car driven by Edwin Jambert. Hayes riding from Pittsfield to Wellington was struck first by Paul Mix and then by Elmer Ames on Route 58 near a bridge over Black River. Sage, brother of Lorain patrolman Edwin Sage, was walking on Detroit road and was struck by Jambert as he swerved to avoid him. Sage died at St. Joseph’s Hospital. Jambert said the front of his car missed the pedestrian but the door handle struck Sage. Hayes died at Falls Clinic. Three others were treated for minor injuries at Elyria Memorial Hospital. Burial plans for Hayes set for Wellington.
