Deficit Budget Likely as Truman Plans 1951 Proposal

Pace signals tax-increase talk, while Truman has called budgets tight. Congress, facing an election year, may reject higher levies and seek spending cuts. Secretary Sawyer hints at repealing some wartime excise taxes to spur business after a recent economic tour.
