Moody's Downgrades City Rating Amid Fiscal Strain

Moody's cites reliance on general fund reserves in 2008 a slim cash cushion and potential for ongoing negative revenue as factors in downgrading the city's rating. The failed 0.5 percent income tax hike and continued unemployment pressure keep the financial position under stress into 2010. Income tax revenue is down about 12 percent year to date, with $2 million less than last year and refunds of $700,000 to local businesses for 2008. City lenders aim to end 2009 with $500,000 to $800,000 in reserves. Contact Lisa Roberson at 329-7121 or Iroberson chroniclet.com.
