Summit signals progress at Reagan Gorbachev talks
President Reagan and Soviet leader Mikhail Gorbachev neared the end of a three day White House summit with mixed signals of progress and no breakthroughs. They awaited word from arms control experts on a second agreement as a Moscow meeting next year looms. Shultz voiced cautious optimism about talks beginning early next year on European conventional forces. Bush said momentum exists toward major ICBM cuts and a new missile ban marks a summit facilitated by a broader accord. Carter urged strong human rights standards regardless of arms results. Gorbachev planned meetings with American business leaders to boost trade before a final joint statement and Reagan address.
