Lorain County deputies adopt ICAP plan to continue investigations on patrol
Lorain County Sheriff James Mertz announced sweeping changes to let road patrol officers complete investigations and arrest in some cases, creating the Investigation Continued at Patrol program. The system shifts supervision to a sergeant foreman, keeps traffic work with the highway patrol, and rotates patrol officers through the detective bureau for 90 days, with seven day case time limits to decide whether to finish or hand to detectives.
