Capper Bill Aims To End Gambling In Grains And Cotton
Senator Capper of Kansas proposes a measure to curb speculation by imposing a ten percent tax on futures trading in grain and cotton. The plan would ban options and raw grain trading except for licensed traders, eliminating the wheat pit and thousands of wire houses and bucketshops to reduce living costs. The bill, to be introduced in the Senate by Capper and in the House by Rep Tincher, targets future trading and aims to protect actual owners.
