Drug law amendment aims to keep drug users out of prison

Baseball deal averts ninth work stoppage since 1972
Selig and Fehr attended a morning bargaining session that produced a tentative accord ending a threatened strike. The pact would raise the average player salary from 51,501 in 1976 to 2.38 million this season and impose a luxury tax on high payrolls. It would share 34 percent of local revenue among all teams, fund player benefits and development, and protect the Twins and Expos through 2006 with possible Expos relocation discussions. The deal remains unsigned and unratified as of Friday.
