Dianne Swiger, 25, of 413 Lowell Street, was charged after telling Elyria police a man they sought was not at her home. She was held in Lorain County Jail and to appear in Elyria Municipal Court. Gary D Phillips, 21, also of 413 Lowell Street, was found hiding in the basement and arrested on a parole violation.
