President Eisenhower voiced gratification that the Soviet Union agreed to begin talks on banning nuclear tests on October 31. He showed no objection to Geneva as a venue, but the White House said he did not expect to attend the opening session. Attending later would depend on how the talks proceed.
The White House said initial talks on a nuclear test ban would involve experts only. President hopes negotiations among the United States, Britain, and Russia yield a workable agreement, after Khrushchev accepted opening talks on October 31.
In Cleveland area a Friday night fire at Miant South Euclid Lumber Co. yard destroyed lumber and equipment valued up to 400000 dollars. No injuries were reported as flames and explosions drew about five thousand spectators. NBC says DA will review material it says proves Twenty One is sound.

Kaoteng in the Matsu group and Quemoy Islands came under shellfire, with 390 shells on big Quemoy before dawn. No casualties reported. U.S. Secretary Brucker arrived to discuss defense commitments with Chiang Kai shek.
