The Reagan administration told U.S. negotiator Maynard Glitman to ease demands for onsite and surprise inspections of Soviet and American missile plants. Officials say the shift aims to shield sensitive U.S. weapons facilities from Soviet observers, a victory for U.S. intelligence over the arms control agency.
