Avon Lake water dept faces cost from reduced use in 1992
Avon Lake utilities report a six percent drop in water consumption for the April to June period 1992 and foresee a worse outcome after record July rainfall. The shortfall totals about 40 000 to 50 000 and may strain finances unless wet weather continues. The utilities have last year funds to cover losses, but further rain could worsen the impact.

Tax pledges and voters turn against tax hikes in U.S. politics
The analysis argues conventional wisdom on tax increases is oversimplified. It cites governors DiSalle Gilligan Celeste Florio Weicker and Voinovich along with mayoral races in Cleveland and a New Jersey trend to show voters react to tax policy within broader political contexts. It notes some pro tax candidates won in tax debate periods and contends the public is not uniformly anti tax.
