Arnold Tompkins notes paternity recognition allows children to access benefits such as health insurance veterans and Social Security death benefits or child support. Since January through July 27,000 paternities have been established in Ohio, short of last year’s 38,000 state record. The law, sponsored by Rep. Cheryl Winkler, requires fathers to sign a hospital form after birth, with 144 hospitals participating, and Ohio has stepped up using licenses and private firms to aid child support collection.
