Continental Cablevision of Elyria will start installing cable television into homes September 15 with service first mapped along a block bounded by the Black River city limits Ohio Turnpike and Conrail tracks. City area plans extend to Janu ary 1981 and advance orders are being taken via 365-1861 after address notices. The delay arose from City Solicitor George Ferguson ruling that cables cannot be installed on non accepted streets without property owner consent.
