Ohio lawmakers end session without tax hike on budget

The Ohio General Assembly closed a seven month session with no tax increase and a $10.6 billion two year budget for 1975 to 1977. It approved $450 million more for primary and secondary education and $245 million for higher education while expanding welfare and state employee pay. The body backed energy reform, a blue ribbon energy agency, rail transit and other measures, and plans a post-session Sept. 10 cleanup.

Speaker Verna Riffe and Senate leader Ocasek tout bipartisan work, but Minority Leader Kurfess and Maloney fault partisanship and slow cooperation, noting Rhodes budget tensions and a later two percent agency cut.
