Shelters bar pets couples without children amid mental health concerns
Advocates say shelters deter many by bans on pets and couples without kids and by anxiety from mental illness among crowds of up to 200. Substance abuse remains the main reason for not using shelters as curfews and on-site drug or alcohol bans exist. Two injunctions to halt camp clearance were denied by a federal judge while advocates plan further legal strategy with lawyers.
