COVINGTON Ky jury retires for verdict in the Ratterman civil rights conspiracy case against six defendants including Newport police officials and a nightclub owner. Judge Mae Swinford charged the panel to stay until a verdict is reached after a previous mistrial. The government says the arrest aimed to discredit Ratterman’s sheriff bid. defense contends drugging was not forced and may have been self-inflicted.
