Reagan cuts off aid to Argentina
Secretary of State Alexander Haig said President Reagan will respond positively to British requests for military aid as British warships and sea forces set up a blockade around the Argentine occupied Falklands at 7 a.m. EDT. Argentina warned it may penetrate the war zone to supply troops while cargo planes may attempt runs. Both sides vowed to attack ships or planes within the 200 mile zone and the Argentine spokesman said no side went on the offensive at dawn.

Tuition tax credits spark Cleveland school divison dilemma
The debate over Reagan's proposed tuition tax credits centers on a crisis on Cleveland's East Side where non Catholic black families pay about 400 a year for Catholic schooling, the only viable alternative to underperforming public schools. Diocesan data show 3 988 non Catholic pupils, with several schools having majority non Catholics, and 80 percent of black students in Catholic schools. Diocesan official Frank Dobos says inner city parents seek discipline and basics to help their children reach college and escape poverty, highlighting a broader struggle over funding and access in urban education.
