Wage shifts and short weeks spark employment plan
The piece notes efforts to ease unemployment by shortening work weeks and lowering wages. Hoover backs a 4 day week for federal staff, aiming to hire 35,000 more workers and save 80 million dollars. It describes railroad standby engineers, vacations without pay to spread work, and Chicago building trades adopting an 8 week with pay cuts to curb layoffs. It argues teamwork between employers and workers can restore stability and boost output.
