A 1989 Agriculture Department tally shows ten states received about 60 percent of 10.9 billion in direct farm payments led by Texas at 1.25 billion and Iowa at 941.2 million. Other top winners include Illinois Minnesota Kansas Nebraska Wisconsin North Dakota Arkansas and California with total regional payments about 6.49 billion across deficiency, CRP, disaster aid and other programs.
