Inconsistent Medicaid policies shortchange nursing home patients
Federal auditors warn that fragmented state Medicaid policies for nursing home care create uneven payment rates and potential lower care quality. GAO notes federal guidance lacking as costs rose from 323 million in 1966 to 837 million in 1971 and HEW has not issued binding rate criteria. GAO reviewed Colorado, Michigan, New York and Oklahoma with data from other states. The study urged standard guidelines and warned of adverse effects on costs and care.
