Western intelligence warns of Saigon's critical hour as 15 North Vietnamese divisions, totaling about 185000 troops, ring the city. Reports say North forces outnumber South Vietnamese roughly six to one, with many South troops deserting or losing will to fight. Microed by surrounding divisions, air power is said to be the only factor keeping Saigon in the war, while South commanders order executions for leaving the battlefield.
