President Roosevelt sent a special message to Congress estimating a net deficit of 415 million dollars for the 1937 38 fiscal year and seeking 1.5 billion for unemployment relief. He pledges to economize and outlines a tax survey to plug revenue gaps and propose necessary legislation.
President Roosevelt withdrew administration support for the Jones Bankhead Farm Tenancy Bill aiming to provide 50 million dollars in loans to tenant farmers to buy land. Congress considered budgets including 10 million for rehabilitation loans and 75 million for first year funding, while purchase of submarginal lands valued at 10 million drew White House approval.

Columbus April 20 Chief Enforcement Officer Al Humphrey announced the release of 25 inspectors from the state liquor control department. The enforcement force will be reduced to about 13 men.
A building permit was issued for a 49 000 square foot expansion at Elyria Foundry on Filbert street. The brick steel and glass addition, 69 by 76 feet and 25 feet high, will ease congestion, boost production and allow hiring more workers. General manager W F Gollmar says the project will proceed under contractor Henry Heidrich.
The council approved a 1937 fire hydrant service contract with Sheffield township at 300 dollars annually. It authorized sewer work by The Whidden Manufacturing Co in an alley between Broad and Clark streets. A 75 dollar expense funded private interview space at the National Re employment Service. A traffic light at West avenue and 16th street was referred to a committee. Four hundred seven dollars from Brookdale Cemetery lot sales would go to its maintenance fund. A water main on Harwood street between Caroline and Dilworth streets was requested for city, with residents paying most costs. Zoning change sought for Vic Resar on Broad street from residence to business. Trees planted per committee, with broader future planting program planned.
London April 20 Neville Chamberlain presented a budget to the House of Commons detailing a 25 percent income tax and a total budget of 4,314,240,000 pounds to fund Britain's 7.5 billion five year armament program.
A huge new bomber built at Boeing Air Craft Co in Seattle is wheeled into public view. Its wing span is nearly two thirds longer than the recently tested Flying Fortress, marking a major advance in American military aviation.
Lieut. William J. Burnet of the Elyria Fire Department returns a cat found in a tree at 222 Fifth Street to the Central Fire Station. The owner is not located, so the cat will stay at the station temporarily. Previously Burnet helped recover a bear at Cascade Park and a rubber doll from a mill pit.
Police issued an eight state alert for the arrest of Harlem evangelist Father Divine who calls himself God on felonious assault charges connected to the stabbing of process server Harry Green of Weehawken New Jersey. Green was hospitalized in serious condition after attempting to serve papers.

The marine ministry issues orders to escort and safeguard ships legally bearing the Republican flag and those seeking protection, especially in the Mediterranean zone, as foreign warships patrol the coasts.
Rabbi Barnett R. Brickner of Cleveland will headline an outdoor rally at Oberlin College at 11 a m Thursday marking the Peace Mobilization on campus. Speakers include George Edwards and W E Utterback with Wooster student representation. panels and discussions run Wednesday and Thursday with altered class schedules to accommodate events.
In Oshawa Ontario on April 20 General Motors of Canada officials and plant strikers will meet at 2 pm to seek a settlement of a 12 day labor controversy. The meeting aims to end the dispute at the assembly plant and restore labor peace.
The gas committee reported on a rate proposal after discussions and will continue negotiations with Ohio Fuel Gas Co. The proposed average rate would be 68.02 per thousand for five years, versus the current city average of 69.06. The city filed a 50 cent gas rate ordinance at the Public Utilities Commission in Columbus. if a compromise is reached Elyria’s case may be withdrawn.
Avon Lake woman Lennore Guettinger 35 faces a manslaughter charge for shooting her husband in their home. Neighbors described him as cruel and violent when drinking, while the defense highlighted his combative nature and financial stability from Navy retirement and electric company earnings.

The measure limits itself to sanitary plumbing and allows property owners to do their own work. A board of appeals includes the mayor, council president, and service director. Violators could face a 50 dollar fine.
