In Washington the Justice Department and the FBI spar over whether to prosecute FBI agents for illegal burglaries wiretaps and mail opening. FBI Director Clarence Kelley asks Attorney General Griffin Bell to reconsider indictments and urges a defined path amid political pressure and civil liberties concerns.
Richard A Sprague, former chief counsel for the House Assassinations Committee, says the panel has at least three worthwhile leads in the Kennedy and King investigations. He notes past credibility blows but urges pursuing the leads, including a Hoover memo and alleged CIA contacts with Oswald, while acknowledging CIA media and testimony inconsistencies.
President Carter plans a hard energy plan emphasizing waste reduction through higher prices. A gasoline tax hike, higher oil and gas costs, revised electric rates, insulation standards, and penalties for gas guzzlers are proposed to curb demand growth from about 4 percent to 1–2 percent annually. Carter aims to persuade the public via a national address and a joint Congress session, with CIA forecasts warning of tight future supply.
