Judges halt Ohio plan to pay parochial pupil tuition
A panel of three U.S. District Court judges ruled Ohio's tuition payments to parents of parochial school children unconstitutional. The suit, led by the ACLU with support from the American Jewish Congress and Americans United for Separation of Church and State, argued the payments bypassed the Supreme Court ban on direct aid to parochial schools. The total impact was about 30.5 million dollars yearly, affecting around 300,000 nonpublic school students in Ohio.

Federal revenue sharing plan eyed by House
The aid would total 2.976 million dollars to Lorain County annually, with 1.139 million to Lorain and 752,505 to Elyria. Elyria mayor Reichlin calls it a drop in the tax bucket, while Rep. Mosher questions revenue sources. The 5 year bill would allow local tax cuts and requires states to maintain current local aid levels, with amendments to guarantee minimum allocations and direct Treasury payments.

Apollo 16 Lander Hull Flakes as Moon Landing Stays On Course
Apollo 16 astronauts John W. Young and Charles M. Duke Jr. entered the lunar lander Orion for inspection after the lander’s protective skin began peeling, yet mission control said the issue was perplexing but not threatening the lunar landing. Engineers simulated the problem on Earth while telemetry indicated no system faults. The Saturn V launched the crew toward the Moon and the mission continued with planned sleep and checks.
