A Philadelphia judge awarded custody of 5 month old Niya to Celestine Tate, a 20 year old quadraplegic mother born of arthrogryposis multiplex. Tate demonstrated feeding and dressing her baby with her lips and tongue, while welfare argued against her ability to parent.
