Lorain planners sketch 1995 urban renewal vision
Harold Rice of City Planning Associates outlined a 15 year Lorain growth plan to officials. The proposal envisions a downtown civic center by Broadway and Erie Ave, a transit depot on the Black River bank, new high schools, a municipal park marina, and a restructured downtown tied to a widened highway network.
