Lorain merchants consider a dream plan to build a parking ramp over the Baltimore and Ohio tracks between Broadway and the Black River at a projected cost around 21 million dollars. The idea, viewed by a downtown committee and a national cement firm, faces cost uncertainty and awaits city engineer input before any voters’ levy.
