Ohio lawmakers and Gov Kasich consider subsidies to keep Davis-Besse and Perry nuclear plants running. The plan would cap rate increases for FirstEnergy customers while preserving tax revenue for rural towns, schools, and local governments. Opponents warn of higher rates and urge market competition.
