Spencer considers wastewater plant upgrade with EPA compliance
Spencer officials discussed a $200,000 plan to upgrade the wastewater plant in a special council meeting. Consulting engineer John Spinader forecasts an 85 percent rise in user charges from $10 to $18 to cover costs, with Medina County peers averaging $18. Project includes a 60,000 gallon extended aeration unit, pumping-station rehab, and lagoon conversion to a tertiary system, meeting new nitrogen standards. Grants doubtful, Rep. Donald Pease is being consulted, and completion by July 1988 is required to comply.
