Rhodes education omnibus risks legislative rebuff
Governor Rhodes faces strong legislative skepticism over his omnibus education plan. The proposal restructures funding and control to county councils, imposes a 1 percent county income tax and a 1.25 percent gross receipts tax, and expands aid to parochial schools raising constitutionality questions. Most lawmakers doubt a tax increase can pass and fear cuts to local control and subsidies. Some foresee a pilot program funded by existing funds with no tax hikes.
