Carney proposes 22 million bond to unlock federal funding
Lorain County Engineer Ken Carney on Friday urged a 22 million bond to supply 20 percent local match for street projects, enabling 80 percent NOACA funded federal grants. The plan, to be approved by county commissioners, would offer zero interest loans to cities achieving adequate federal backing, with five county projects already cited as 80 percent funded in 2004.
