Tax checkoff could fund budget fights via refunds
Ohio Republican Rep. Steve LaTourette proposes a income tax checkoff allowing taxpayers to earmark refunds to 10 programs including the Corporation for Public Broadcasting and the National Endowment for the Arts. He says the plan aims to provide extra funding without new subsidies, while acknowledging funds may largely come from reduced allocations. States already use checkoffs with modest overall revenue.
