Hoover Seeks Unified Overseas Administration Agency
The Hoover commission urged Congress to create an administration of overseas affairs to manage occupied areas and the Marshall Plan. It urged consolidating control from the Army Navy State Interior and independent agencies to end friction, with Hoover and two others pushing immediate setup. If adopted, the new body would absorb ECA, Greece Turkey missions, trust territories, and other postwar tasks.
