Churchill cabinet shakeup fails to quiet foes

London Feb 20 Critics labeled the half way cabinet shakeup insufficient and foresee further changes. Churchill cut the war cabinet from nine to seven, named Lord Beaverbrook as special envoy to the United States, and added Sir Stafford Cripps as lord privy seal and leader of the House of Commons. Cripps may assume Churchill's parliamentary spokesman role while Attlee becomes dominions secretary and deputy prime minister.

Pension repeal goes to House

Washington Feb 20 Legislation to repeal pensions for congress, carrying a 75 to 5 senate endorsement, went to the house where similar approval was predicted. The senate refused 49 to 22 to attack a general pension plan by Sen. Downey of California. Downey proposed increasing federal old age pensions to needy persons 60 and older to 30 dollars without state matching. The house recesses until Monday, leaders undecided when to bring the repeal to floor. Chairman Ramspeck expects action next week and may seek floor time. Byrd sponsors repeal. differences hinge on elected officials scope. House action followed a petition with 207 signatures for immediate report. 218 would trigger formal discharge.
