Virgil H. Watson of Summerfield was granted two years probation by Judge George N. Graham after a guilty verdict on two counts of violating the Ohio Securities Act. The state implied the case was precedent setting and did not seek jail. Watson sold an unregistered 1/16th interest in an oil well to Emil Sinay of Canton in 1946 while not licensed to deal in securities. Watson was represented by Ian Bruce Mart, William L. Hart Jr., and L. Darrell Ake.
Canton Chamber of Commerce reports higher business activity in January despite layoffs. Bank clearings and debits rose 2 to 22 percent from last January, industrial employment averaged 33,800, up 830 year over year though 225 below December. New construction and post office receipts improved over last year but fell from December.
Maj. Gen. Gordon P. Saville told Congress the air warning system is dangerously inadequate and urged swift approval of a 161 million dollar plan to place radar outposts around the United States and at sea. The system aims to deter bomber and missile threats with a continental defense perimeter and interdictor support, though present radar offers only limited warning times.
Banks and public offices will be closed Saturday for Lincoln's birthday and a legal holiday. The Canton offices of the Ohio Bureau of Unemployment Compensation and Ohio State Employment Service will also be closed. The main post office and branches stay open per Postmaster Louis J. Elsaesser.

The Fifth District Court of Appeals affirmed Judge Graham’s order granting Sheriff H W Gross a permanent restraining against recounting ballots from last November’s sheriff election. Former Sheriff Dick France plans to appeal to the Ohio Supreme Court.
H B Stewart Jr announces Riverlake Belt Conveyor Lines Inc to build a 103 mile private belt line from East Liverpool to Lorain with branches to Youngstown and Cleveland furnaces. Ray Bliss, 41, an Akron insurance man, was named the new state GOP boss after a central committee leadership upheaval that ousted Fred H. Johnson of Zanesville. Hugh D. Scott arrived to help the power shift while Senator Robert A. Taft was unanimously endorsed for re election in 1950, with Frank Bow of Canton praising Taft as aligning with the nation’s greatest Americans.
A U S Army report says the Tokyo based Communist spy ring led by Richard Sorge ran for nine years before Pearl Harbor and fed the Soviet Union Japanese and German war plans. The group, described as possibly the most successful ever, was toppled in 1941 with leaders hanged in 1944. Agnes Smedley and Guenter Stein were named as alleged spies, while the ring used concealed radio, couriers, and embassies to transmit data on politics and war.
Movie idol Robert Mitchum started his 60 day sentence for conspiracy to possess marijuana with a early morning jail routine. He scrubbed floors under supervision and faced psychiatric evaluation and a physical exam. Lila Leeds, sharing the same sentence, plans to write a book. Chief Jailer FitzGerald called Mitchum a quiet, well mannered prisoner.
